A tip I got from another site will help get all the pulley thrust washers in.
Tilt the washer back as little as possible and stick a small piece of wood and wrapped towels on top of the agitator and close the lid. Put a heavy tool box on the lid, this will push the shaft down sufficiently to allow all the new washers to go in. You can also stick a screwdriver in the shaft slot to pry it down a little further. Also, on the Atlantis washers that fail to release the brake, pry between the pulley and washers to release the brake. A common problem with these.
