Yes there is a tool available at most hardware stores for turning the clamp collar. Before you drop the unit, there is an allen wrech type socket in the disposer shaft at the bottom of the unit. It is near the circuit breaker reset button at the center of the base. I'm not sure but I think it is 3/8 inch. Try manually turning and clearing the obstruction. If you have to drop the unit, and it has any age at all, it would behoove you to purchase a new model as the job is not something you want to do very often. Plus the seals and gaskets are not intended for re-positioning and re-use.
