It's humming because it is jammed, or possibly rusted. It depends on how old it is and how long it's been since you last used it. Shine a light down into it and see if an obstruction is visible. Using a 1/4-inch allen wrench in the center of the bottom, try to rotate it (with the switch OFF) back and forth to try to dislodge the jam. A last effort if that didn't do it is to try to move it from above using a long screwdriver, broomstick, or similar item. If none of this works, replace it.
