I have replaced the heating element and belt, however the tub will not turn. Any suggestions?

Your model number seems to be missing the first 3 digits.
I am guessing that they are 110 which designates it as a Whirlpool unit.

More info on exactly what is happening would be useful re: what exactly does it do, any noises etc.?

If unit seems totally dead there is probably a thermal fuse on the blower assembly (usually white plastic). This fuse is in-line with the motor so it will stop the motor from running.

Unplug the unit and check the fuse with a meter should be 0 ohms.

Jiggery Pokery method is.
Unplug the unit.
Remove both wires from the fuse, short them together and tape them up so they will not short to the frame.
Plug the unit in and give it a try.

If blown, replace the fuse ASAP as it is a critical safety device re: prevents lint fires which can turn into house fires.

Also clean/check your vent system and the blower as these are the most common causes of it blowing.

The motor makes no noise at all. You can hear the heating element heating up, but that is all.
Was afraid it was the motor, but will try your suggestion re the fuse.

You have something strange going on.

Most motor's have two centrifugal switches, both are activated when the motor gets close to operating speed.
One of them switches out the motor's start winding so it does not overheat.
The other switches in the heater, this ensures air flow from the blower before the heater comes on.

Since you have heat but no motor rotation, the switches may be activated.
Could be the motor is just clogged solid with lint.
Strange that you do not hear any motor noise!!
