First, make sure power has been disconnected to the dryer. Insert a putty knife (or something similar) between the top and front panels, about 2 inches from the end on each side. This will release the clips that hold the top panel to the front panel. Raise the top panel. You can then remove the front panel (should be a couple of screws, one on each side).

How do I get to the drum to replace a belt?

By doing what I've described in the previous post you will get to the drum.
