When we opened the back of the dryer there was no thermostat. Is that common? The dryer was working before and we installed a new heating element and it still doesn't heat. We then bought a new Thermal Cutoff Kit #279816 and hints on installing this or should be bypass the thermostat since there is not wire from the wiring harness on the factory assembly.

I do not completely understand your post but let me say this.

You dryer should have a thermal fuse and operating thermostat on the blower housing, and a high limit thermostat and a thermal cutoff on the heater housing.

If you have no operating thermostat on the blower housing or a high limit thermostat on the heater assembly and no way to put on on correctly you need to contact Whirlpool and get them to replace the machine, because even if it is out of warranty it is a major manufacturing defect and a major safety issue.

thanks,
i checked all of the thermostats, and they were all closed 3 on the heating element housing and 1 on the blower. I held the idler in a position so as it tripped the belt switch and ran the dryer to check for voltage (front off total run operation just no drum) I checked voltage on the left side of the element 1 lead to the element the other lead (meter) to the base of the dryer got 110 same with the other side,same I put the leads between both sides of the element.no voltage? Am I testing this correctely? the element is brand new and good...........

Check your new heater for continuity, should be between 7 and 12 ohms.

Then check and clean the connections to the heater element, and make sure they are very tight.
