Dryer runs but no heat. The thermal cut-off was open, so I replaced it and thermostat. Still no heat. Tested all other componentsdescribed in tech sheet. Guessed it may be the even heat control board, but went back and tested the new thermal cut-off - open again. What could be blowing it?

Remove 1 wire from element and touch meter leads to element and to heater housing and the other element connector to housing .. element may be shorted to the housing.. if you get continuity it is...
