Usually the timer in Auto mode gets power through the heating element when the element is shut off by a thermostat.
Many GE's use 2 elements perhaps one of them is burned out. Also if you have a grounded element (element has broken or sagged and is touching the case), it will never shut off so you never get timer advance. Unplug the unit. Remove the wires from the heating coils. Measure the coils usually around 10 ohms. Then measure from each soil connector to the frame , all should be infinite ohms (open). If not you have a grounded element.
