Burner only burns for few seconds

I thought I had this one figured out but now confused. The dryer wouldn't get a single towel dry on a cycle but it would be warm. With the cover off I could watch it in action. The burner would light for only 5 seconds and then go off....but then turn back on again after a min or so again for 5 sec again... So I shorted the high-limit thermostat wires together and the burner ran for over a minute. i thought that ruled out the gas valves, igniter and flame sensor and pointed out the high-limit thermostat. However, with a brand new high-limit thermostat it does the same thing....I can re-short the wires and it keeps burning. I didn't let it run over 1 min since figured it wouldn't cycle correctly with the door off.
It's old so don't want to throw a bunch of new parts at it. Am I missing something or do I maybe have a bad high-limit thermostat part??
