Did this unit ever work OK for you or is new to you?
I just want to be sure that someone else has not messed with the wiring.
The reason is that the heater should not come on till the motor is on. One of the centrifugal switches on the motor switches on power to the heater when the motor gets close to operating speed.
The heater can come on if it is grounded but then that would not explain why the unit will not run.
I guess there is always a possibility that there are two problems with the unit.
I would start by checking the power.
It is the L1 to Neutral that is important here as thet is the power for the motor.
Try flipping the breaker off/on slowly a couple times. Sometimes you can loose half the line without actually tripping the breaker.
Check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Do this with the heater off and on.

Another possibility for the motor not starting would be a blown thermal fuse.
It should measure 0 ohms.
Note if blown that would explain no motor but not why you have heat.
To check for a grounded element.
Check the heating coil.
Unplug the unit and both wires to the coil.
Check it with a meter, should be around 8 to 12 ohms.
Then check from each side of the coil to the case/frame, both should be infinite ohms (open). If not the coil may have sagged or broken and is touching the case. This can cause it to heat up when the motor is off.
