GE Profile Harmony Dryer - No Screen Response?

Electric Dryer has no display on touch screen. I cant turn it on or wake up the display. The Dryer has good power at outlet 240VAC Light inside drum works fine Door switch works fine - push it and light goes off - release light comes on. I opened the control panel and checked/reseated all connections. I unplugged it for hours. Retried - no luck. Tried holding Back & My Cycles buttons - no luck I decided to open the inverter board and check some voltages. CN10 has 120VAC from pin 1 to 3 so inverter is powered There should be 5VDC from CN11pin 3 to CN11 pin 7 (This is the voltage to keep the membrane and LCD in standby waiting for a key-press) I only have 4 VDC there When I press keys - nothing happens. I have no 12VDC or 20VDC I measured CN11 pin 3 to CN 14 pin 8 -nothing I measured CN11 pin 3 to CN14 pin12 - nothing So...hoping an expert has a suggestion. If I totally unplug the display (AP3776628) from the inverter board - Voltage at the inverter board immediately goes to 5VDC Plug in just CN11 of the display and it immediately drops to 4VDC.
