What is causing the dryer to not dry the clothes, it gets hot but leaves clothes wet and steamy.

A Model number may help others help you.

Does it do this in both timed dry and auto cycles?

A possible cause is a partially clogged vent system.
Check/clean the vent system. Also check that the outside vent louvers open fully.

Another cause is that the washing machine is not spinning out enough water so the laundry is too wet to start with.

For other causes I need a model number so you can check actual machine problems.
