I just replaced the timer. The dryer comes on but the timer does not change positions.

Check your voltage going to the machine has to be 240v and good connections and a good harness on a dedicated circuit just for the dryer and not with anything else.

Voltage is good. Connections are fine. The company sent me a replacement timer, but it acts the same as the last one.

Timer does not advance in any mode. It stays where ever it is when I turn it on. If I set it for dry or timer the dryer gets hot. If I set it in the middle of cool down, it acts appropriately.

Here are your parts
Parts for Maytag MDE7400AYW Dryer - AppliancePartsPros.com

Odds are that the dryness board (item 13 in section 02) is bad.
It is what drives the timer motor.

Note that if you click on the part's picture/description a new page will oepn with more info about it.
