Roper Dryer spinning, no heat (Not usual suspects)

The unit spins, but no heat from element. I've checked the element, both thermostats, Fuse and Hi-limit switch... All test good. I'm not getting power to either side (120 + 120) at the thermostat on the element itself. Also, No power to the timer motor.... I've heard others state that a timer motor could cause a "no heat" issue, But I have no power going to it to know. Could the timer itself be the culprit? Motor switch? What would cause power to cut to multiple locations? Any help would be greatly appreciated

and yes, I've checked for 240 to the block.

okay, well I bypassed fuse, hi-limit cut-off and hi-limit thermo this time and I do get 120v on each red line going to the element (tested with element disconnected this time). However, When I first fire up the dryer it reads 240 for 1 second, then drops back down. Is that normal? 120 on each line? or should I get 240 on each line? I also get around 12 continuity on the element... so my guess is it's good? I took apart the timer and motor, all points look good and motor spins freely... I'm stumped! Anyone care to chime in???
