I blew a thermostat fuse, i changed the fuse and it seemed it blew because the heating element is overheating. If the heating element gets red hot in 5 seconds, its overheating right?

I disconnected the vent exhaust and turned the dryer on, it still was overheating. I took out the heating element and looked at it thoroughly to see if the element was touching the body, didn't find a short to ground. I checked for any shorts, Didn't get a short of the element to ground. I also checked the 220 V coming into the heating element for a short, their was no short on any phase.

At this moment i don't know what to do, i couldn't find any shorts.

A model number may help others help you.
Find your model number - AppliancePartsPros.com

Since you have checked for a grounded element and it is OK the problem will be with the control of the heater.

Could be the thermistor or the control board

i have a maytag neptune model # MDE9700AZW.

I really hope i don't have to change the circuit board. I think it would be cheaper to buy a new dryer if it's not an easy fix.

If you did this with the door open then it is not a valid test.

It is best to check for a grounded element using a meter.
Run the diagnostics to see if any thing comes up.
With the unit unplugged and one side of the relay wires off, check across the heater relay. Should be open (infinite ohms)

Check the thermistor resistance, see the tech sheet.
