heating element blows fuse, can this be a thermostat problem?
if not what other part could be the cause?

I am assuming you mean the thermal fuse on the blower (Item 6 in Section 1)

Could be but unlikely.

The most common cause is the vent system.
Check/clean your vent system including the louvers on the outside of the house.
