The drum was not turning; belt was broken, so I replaced the belt. I also replaced the idler arm assembly. The drum will spin when empty, but will not spin with light to medium load. With the front panel off, I could tell that the motor was running because the blower was turning properly. It appears that under load, the belt is slipping on the motor pulley. Any suggestions as to what to look for?

Here are your parts
Replacement parts for Maytag HYE3657AYW DRYER- ELE | AppliancePartsPros.com

You probably installed the belt incorrectly.
Here is a link with belt diagrams.

The reason I say that is usually a jammed or hard turning drum with stall the motor.
Be sure the belts ribs face the pulley.

The motor does not stall - the blower is turning properly. The belt ribs are facing the motor pulley. It is just that the drum does not turn under load.

Are you sure it is the right belt?

If the belt tension is correct then I would expect the the drum would stall the motor if the drum does not turn.

When I use that part number at AppliancePartsPros it does come up as the correct belt.

Try rotating the drum by hand in the correct direction. It should turn fairly easily. You may want to try this on a couple other units to get a feel for it.
If it seems OK then push down on the drum while turning it, if the tension increase more than you would expect then you may have a problem with the mounting of the drum, or rear rollers etc.

If you click on the below picture a new page will open with a Q&A section.
Perhaps something in there will be usefull to you.
Part number: AP2946843
