Idler Pulley Bracket Has Lots of Sideways Play

Dryer began making lots of hi-pitched squeeling noise--sometimes would actually go away, then got to be all the time. Ordered a new belt and followed instructions installing. One thing I noticed was the idler pulley bracket is spring tensioned but the one screw and spacer, although tight, appeared to have too much play allowing the idler arm to move in and out approximatley 3/8" (distance shown in left photo & way I feel it should be with no play in right phote). After disassembling the unit again I found the new belt had lost its outer groove and pieces were on the lower panel as well as lots of belt "dust." I have ordered a new belt; however, I feel the idler bracket should be snug to the motor bracket and not flop around. The diagram on the parts list shows a spacer; however, this model has a plastic "spacer" with grease smeared on the side that comes in contact with the motor bracket. Question is: shouldn't this idler arm be snug against the motor bracker?
