My timer stopped moving, and the dryer wouldn't shut off. There is also no heat.
I did some googling, and the heating element was indicated.

I scrounged through the husbands tool box, took it off and the local appliance parts place tested it, and said it is fine.

Any other suggestions?

Did you try both timed and auto cycles?
When you advance the timer to the end of the cycle will the dryer stop?
Do you feel OK to perform the "life" test using the multimeter?

In this unit both the heater and the timer motor run off of 240 volts so if the unit does not advance in both auto and timed dry I would do the following.

Try flipping the breaker off/on slowly a couple times. Sometimes you can loose half the line without actually tripping the breaker.
Check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Do this with the heater off and on.
Be careful as 240 volts is lethal !!!
