The heating element cycles on and off by the operations of a thermostat.

If it stays on continually you will have a very hot dryer which should blow the thermal fuses/thermostats.

Default Dryer Heating Element

Even after changing the High Temp sensor and the Thermostate next too the Element; the Heating Element will come on at the start of the Cycle but then turns off; leaving the clothes damp(yes all vent checks; clean etc). Does this mean the ceramic circuit on the Element is bad? When I check the ELement with a circuit tester, it reads around 10-12 ohms

The heating element is at the low end of the range, but that seems ok.

You should have a cycling thermostat also, which can be the problem but since you have not posted a model number I cannnot say definitely what is on your machine. Look for a thermostat on or near the vent housing. If you need more info please post the model number.

Good luck.

model 11068532700; kenmore 500, 1 year old. The Element will work fine for maybe one load, then only half way 10mins on the next load; even if the load is the next day, not right after.

An intermittent problem like you have is very difficult to diagnose because a defective part will test out ok, and unfortunately one ends up changing out parts without a definite diagnosis.

As a start I am going to suggest you change out the cycling thermostat, for about $20 including shipping. Here is the part.

Part number: AP3131939

Part number: AP3131939

If you do that, test the dryer in all cycles (timed, auto, perm press etc) to see if the problem is in one cycle or all, and if it you are still having problem report back what you found out.

Good luck.
