Everything works except the heat. Got a VOM. Where do I start and are there any disassembly instructions online?

On this dryer the back is removed to access the heating components. Disconnect power from dryer then remove the back. Once removed you should see the heater can on the right-hand side. On that heater can you should see two thermostats and at the bottom you should see the terminals for the heater. Remove the wires from the two thermostats and the heater. Check for continuity across each thermostat and the heater. If either of the two thermostats is open replace both (they come together in a kit). If the heater is open replace the heater. More than likely one of these three parts is the cause of your problem but if not post back and we will go from there. Note that after the repairs are done check the vent because if the vent is clogged it can cause these parts to go bad along with other problems. Clothes Dryer Repair Guide

On the bottom of the heater can are 3 terminals. Two lower terminals and one upper. The lower left terminal has no wire to it, but apparently gets juice through a thermostat connected to the top terminal. Anyway, I pulled the element cover and one section is very black and the coil is burnt into. I checked both thermostats and they have continuity.
I'm wondering why the element burnt up. Its an expensive part, and should have been protected by the thermal cutout?? I also checked the thermal fuse and cycling thermostat which were OK.

At times heating elements will just burn out. The thermostats (thermo cutout) are not to protect the element they are for safety to protect against fire.

A clogged vent can reduce the life of the heating element so check that. I also recommend cleaning out the vent once a year.

Well I am mostly talking about the vent from the dryer to the outside.

I'm referring to the chamber inside the dryer that leads to the vent. Its on the left side. Can it be opened up and cleaned? Or is this necessary? (I have never used this dryer, it came with a used washer I bought and the owner said it needed a heat element.) The external venting is clean.

Normally it is not necessary to clean the eternal vent unless when you turn it on you get no airflow. But to access the vent you must remove the tub this page may help Whirlpool Clothes Dryer Disassembly Guide
