My question is does the cycling t-stat open and close, or does it change resistance to regulate voltage to the heater bank?? Dryer is too hot and just blew the cutoff...this is a simptom and I'll replace that. I check the heater bank and there are no shorts or ground outs. When I check the cycling t-stat it is reading 140 ohms.

You may want to start from cleaning the dryer vent line outside the dryer and all air ducts inside the dryer. Most common cause for such problem is restricted air flow.
