Hi Jeff
Well this is a mystery, I mean the dryer is an inanimate object, it does not know if you have clothes in it or not. I suspect the problem is a broken heating element (if you have an electric dryer) or problems with the gas burner system, coils, igniter etc (if you have a gas dryer). Get a meter and check continuity in your thermal fuses/thermostats, and if they check out check the heating system itself. Good luck and if you need more info post your results and the full model number.
