My portable dryer does not heat up enough, only warm. The resistance of the heating element is 11.1 ohms. Does it need replacement?

No, sounds like your heating element ohms out ok

People often think a dryer is not getting hot enough because it's takes longer to dry a load of cloths then it use to.

Longer drying times are often caused by some kind of air flow problem. I would first check the dryer vent for lint build up. Make sure the vent is clean and if you have flex dryer venting behind the dryer make sure it's not kinked.

Another place I see lint build up is around the fan and blower housing inside the dryer.
