Got From A Relative 2 Weeks Ago Had To Take Apart To Get Down Basement Steps Put Back Together And 2 Weeks Later Heater Element Burnt.could The Wires Be On Wrong?

I doubt the wires are wrong as it worked for 2 weeks.

When I Put It Back Together Could I Have Put The Wire On The Wrong Spot And Caused The Heater Element To Burn Out?

Depends how many wires you removed.
If you only removed the two wires going to the heater then no, as it makes no difference which connector the wires go to on the heater.

Note the the heater is rated for 240 volts which is the input voltage, there is really no way to hook it up where you would blow the heater.

Only install problem that might occur is if you somehow bent the heating element so that it touched the case (grounded element), this could burn out the element depending whereit was touching the case.
