It does not have a ground!!!

You are very lucky as you have added a short to the unit and could of had a huge arc & spark.
REMOVE THAT GROUND WIRE ASAP.

The heater runs on 240 volts and is not connected to ground.
Check the Thermal Cutoff, Operating Thermostat, High Limit Thermostat all should be 0 ohms at room temperature.
Also when in a cycle Timer Switch 2 should be closed.
Remove a wire from one side of any device you are measuring to ensure that you are not reading an alternate/parallel circuit path.

One of the above is open for sure as if all were OK you would have a dead short from L1 to ground and of coarse a lot of sparks/flames.

Be sure to unplug the unit when working on it.
