When tested with a multimeter, the element shows the recommended 10 Ohms resistance, but shows no continuity when tested with a simple lighted continuity tester. Is the element still bad?

I would trust a multimeter over a continuity tester any day of the week.
You do not know what the continuity tester considers as continuity re: if it is 5 ohms then it will show the heater as an open.

I would say your element is OK.
