New Igniter reads 54 ohms resistance. I tried to read voltage to igniter and found 25 volts. Is this normal? Can not find Fuse? Any help would be appreciated.

No, such voltage is incorrect. The thermal fuse is located on the inlet air duct and can be accessed from the back of the dryer.

If the thermal fuse is bad, it has to be replaced together with the high limit thermostat. They come as a kit including the installation instructions.

Hi Gene,

Found the fuses on the inlet air duct, inside back of dryer. Took of the leads on both, measured 0 ohms on both. Which I think is correct if they are working correctly. Any other thoughts on what could be wrong?

Check the cycling thermostat (on the blower housing) and the flame sensor.
