I have a dryer that no longer puts out heat. I've tested the thermal fuse for continuity with the wires disconnected and it has continuity. I've done the same for the heating element and it checks out fine. I'm trying to test the Cycling thermostat. I have it disconnected, and the outside terminals have continuity, but the inside terminals do not. Is this normal?

Cannot find any info on the model number.
Looks like it is missing the first 3 digits which is the manufacturer number.

If the outer two connectors had the larger wires on them then these are the contacts and it measures OK.
The inner two are then the internal heater and can be in the 5,000 to 20,000 ohm range.
You may be using too low of a meter scale.
In any case a blown internal heater will not cause no heat.

Have you checked the power?
The motor and timer usually use 120 volts but the heater requires the full 240.
Try flipping the breaker off/on slowly a couple times.
Sometimes you can loose half the line without actually tripping the breaker.
If this does nothing, check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Do this with the heater off and on.
Be careful as 240 volts is lethal !!!
