Can I bypass thermal fuse somehow to confirm dryer operation?

What exactly is wrong with your dryer?

The best thing you can do is to check the thermal fuse (#7 on the bulkhead part break down diagram) for continuity.
Replace it if it's open.

According to the manufacturer instructions, if the thermal fuse is open, the cycling thermostat has to be replaced too.

The dryer will not turn on, I have power. Was informed it may be the fuse. I do not have meters at my disposal.

You have to perform the troubleshooting according to the wiring diagram bu you can not do it without a simple meter.
