Model Number: lgr7646eq0 Brand: Whirlpool Age: 5 - 10 years
ok dryer not getting hot going to replace igniter removed front panel. drum and belt pully came out of base. can not get pully and belt tension back to normal,pully support has no screw hole in base looks like it just clips in.not sure.

The first thing: are you sure the problem is a bad igniter? Did you check the igniter for continuity?
About the idler pulley: yes, it just clips in. After you placed the idler pulley, make a loop on the belt, put it through the idler pulley (under the roller) and around the motor pulley.
