Dryer heats but doesn't dry, auto-dry doesn't work

I have a Frigidaire gas dryer model FDG546RES2. The airflow is good, and the dryer heats but not enough to dry clothes. It seems like the dryer is heating at some point during laundry, but at the end of the cycle the clothes are still wet and is not warm. It seems like the dryer is more likely to warm up when it is placed at "medium heat" rather than "high heat".
The auto-dry function does not work. If laundry is placed on auto dry, it will run forever until someone manually stops it.
I suspect these two problems are related by the same cause. My father has been blocking the airflow by submerging the air vent in a bucket of water to supposedly catch the lint. I've told him many times to stop this and that the clothes don't dry at all when he does this. Now that I have thoroughly scolded him for breaking the dryer, I'd like to figure out how to fix it. Any suggestions?
