I am trying to find out if there is a thermostat that prevents the dryer from running? the heating element works (top of dryer hot) but the dryer does nothing. If yes, which thermostat? thanks.

The dryer should not get hot if the motor does not run. If it does then the heating element is shorted to the ground. You have to check the heating element for continuity between each of its terminal and the chassis. Also check for continuity the thermal fuse (#23 on the diagram). - The thermal fuse Part number: AP3132867
