Timer (wpl 5041790) 4c Timer has never turned(new part) not rotating when running ,dryer does
dry but not cycling.........

Try it in all cycles and let us know if the problem is confined to timed drying, auto drying or both.

I checked all positions and none work ,the unit has to be shut off manually
also I checked the power to the timer and it is hot.
where do we go from here?

I think you have a wiring problem, and you are going to need a meter and the wiring diagram which may be with the machine and have to trace wiring that is going into the timer. I would start with the wiring between the motor and the timer.
