water does not enter into the washer. The water lines leading to the washer is clear and all valves are open. There is small drip coming from the water line connection that attaches to the washer ,so I think I'm getting water to the washer. What could my issue be with the above?

I would be suspecting a bad fill valve if you have water to the valve and voltage to it when it should be calling for water...
