Heating element staying on in cool down cycle. Could the timer switch be faulty?

The first thing I would do is check the heating coils for short to ground.

Remove both wires from the heating element and check for continuity between each terminal to ground. If there is continuity then replace the heating element.

Thank you Gene for your reply! I did as you suggested and you were right! The heating coil was shorted to ground. I appreciated your help!
