Turns out it was the safety t-stat located on the heater housing. Did a continuity test and found resistance and upon closer exam saw one of the terminals was fried. Even up to 1/2 inch of the electrical wire was obviously burned. I presume that the restricted vent pipe was not allowing proper heat flow which eventually caused failure of the t-stat.
