I need a tech troubleshooting guide. There is no sheet in the cabinet. This unit will not power up even though the inside light comes on and there is good voltage.

At present, we can't get you a Tech Data Sheet, or Service manual, that we could post to you.

I would reccomend:

You check the thermal fuse, located on the blower assembly , or the belt switch located back on the idler pulley assembly .

Either of these components, could keep the motor from starting, if there is an open circuit on either one.

That's where I would start.
