Model Number: LES5700XNOP   Brand: Whirlpool   Age: More than 10 years   
Changed heating element last week. The old one burnt in two. The dryer works but it seems to be to hot. I checked both thermostats with an ohm. meter. they both were at .3 ohms

Did you check them with the wires disconnected? Sounds like the high limit isn't working.

Yes, when I tested the switches they were unpluged.Can you give the part # for the high limit.

Default Check the exhaust temp
It should not exceed 165ish. If it does then your cycling thermostat needs replacement.
