Default Poor Drying/Heater Element Good
Model Number: DE412   Brand: Maytag   Age: 5 - 10 years

Dryer works poorly in both timed dry and automatic
Observed Heating element with front panel removed. Heated up to cherry red, then cycled off. After delay (long?) came back on.
Tried without any vent hose connected to remove any possible vent issues. Still poor perfromance. There are three thermostats
One heating element enclosure, two on exhaust vent after the blower. Any ideas?

If you have an ohm meter test all the thermostats for continuity, sounds like one of those maybe out. Make sure to remove the wires off the one being tested then put them back on, that way no wires get miss placed.
Post your results.

Default Thermostats

Tested all three thermostats. All read low ohms (good). Performed voltage checks while operating dryer with front back on by leading the multi-meter leads between the case and the front. Simultaneously, monitored exhaust temps. Exhaust temps cycled between ~160°F and ~123°F. Voltages went from 113 while heating to 124 while cooling. This was the same regardless of which mode it was operating in (permanent press or regular). After closer inspection of the thermostats, saw they may have the same temperature parameters (assuming I'm reading them right)

Thermostats
Heating Coil:
202564
T-O-D 60T21
3-03396
6837
L-200-20F

Permanent Press exhaust
203371
T-O-D 60T13
L140-20F

Regular Exhaust
611015
T-O-D 60T19
9807
L140-20F

Since I just picked this up from a rental unit, believe someone may have replaced thermostat with wrong one.

Also, what is the correct way should be reading voltages in a 220 Device? (L1/L2/Neutral or Ground as second lead)?

Between the L1 & neutral shoud be about 120V and the same with L2 & neutral between L1 & L2 should be 240V a 10% varience is allowed.
If you remove each set of wires off the thermostats you should be testing for continuity, If one of those doesn't have continuity then that's the bad one.
By looking at the thermostats I do think that this unit has the incorrect parts installed on it. If needed I can give you the part numbers.
