The drains are clear. It acts like it is not pumping so I suspected a bad drain pump.

Further checking verifies that the impeller turns and ALL of the drains are clear. Unfortunately, I removed the dishwasher from under the counter without running the diagnostics. Is this likely a controller problem since it gets information from the float and water level switches?

Did you check the drain pump motor for continuity?

There is continuity across the drain motor. There is also continuity across the Normally Open side of the water level switch. Can a stuck water level switch cause the drain problem? If so, how do I get to it?

a stuck water level switch will cause a no fill situation, not a no drain.
