upper spray arm

Model Number: 665.16522000 Brand: Whirlpool Age: 5 - 10 years

My upper spray arm wont spin leaving dishes dirty on top. Bought new spray arm still wont spin. Moves freely by hand water is spraying through lower funnel to the upper spray arm
ANY IDEAS WHAT THE PROBLEM COULD BE?
