soap dish won't empty

soap dish won't empty

Model Number: du9200 Brand: Whirlpool Age: More than 10 years

Our dishwasher soap dish won't empty, and I replaced the part that does the kicking out to open it, so am assuming that part isn't getting electricity. Is there a way to check the power coming to that part - it's a universal part #300109.
