Whirlpool "Quiet Partner IV" Valve on Tube Feed Out

Long story short, I'm renting an older dated house with equally old and dated appliances. Since we moved in we have been having trouble with the dishwasher cleaning dishes, to the point we would "clean" them prior to putting them in, and they would come out dirtier than they went in.
So I got on youtube and broke the washer down all the way to the chopper assembly and found the most disgusting thing I've ever found in my life. So I cleaned everything and started putting it all back together thinking I was done. During re-assembly, I noticed that one of the valves on the Tube Feed, the tube that runs vertically up the back of the unit and delivers water to the middle and top spinners, was missing a the valve. I cannot find that valve to replace by-itself, I would have to replace the entire tube feed assembly which is about $60.
My question is: is this valve even necessary? So there are two valves. The upper one allows the middle spinner underneath the upper rack to go into the tube feed to allow water to flow into the middle spinner. The lower is to allow drainage while creating a pressure seal while the washer is running. So My question is, if I always use the middle rack, and consequently the middle spinner, is the top valve necessary to replace?
