Kitchen aid dishwasher, only runs when that tap has been run for 10 min.

I have a Kitchen aid dishwasher, and the circulation pump only runs when the water entering the basin is very hot, so I have to run the faucet for 5-10 minutes to purge the cold water from the line.
I've checked the the heater coil, and it reads 13 Ohms as it's supposed to. But if I start with cold water, it never seems to run, and the voltage across the coil is always zero. It's zero if I measure it either at the control board or at the coil itself. The hot line from the wall is 120 at the control board. I've replaced the thermistor and the control board and neither helped. Are there any other sensors that would tell the controller to not send voltage to the heater? Also, why would the circulation pump not run if the water isn't hot?
