The lower wash arm is not turning or washing. The upper are works fine. I have replaced the lower arm control switching device in the bottom with no luck. All lines are cleared and water pumps and everything drians well but dishes on the lower rack are not getting cleaned. My technician says it must be in the digital control panel $$$$$. Thoughts?
