Chopper keeps plugging

3 times in the past two months my dishwasher stopped cleaning. Based on on-line postings, I took the machine apart down to the chopper assembly and it was plugged with vegetable matter and goo. I cleaned it the first time; reassembled the machine and it cleaned well for a few weeks then slowly it stopped cleaning and so I checked the chopper again and it was full of gunk.
We carefully rinsed off all dishes we put in after chopper cleaning number two, and then it happened again. I have the machine open now and I have cleaned the vegetable matter and goo off the chopper screen.
So, is my problem the chopper itself, or is there some way to test if it is turning and chopping or not. From a little experimentation today, the shaft it sits on seems to be rotating.
Any suggestions on a better fix or a better diagnostic test?
