dishwasher not getting dishes clean

My Bosch dishwasher that used to get even the gookiest dishes clean now does not. The soap dispenser opens but the soap/soap packet don't pop out. They either fall out on the rack or a dish or if the powder it sets up like concrete. The bottom rack is pretty good but the top rack is not. I have done the troubleshooting I can find and have corrected everything on it. Help please.
