We installed the DW 15 years ago and ran it once every 14 months for the first 10 years. Five years ago we turned the water off and just let the DW sit. Instead, we hand wash, as there is only 2 people.
Does sitting unused for years wreck parts in a DW?

I went to turn the DW on yesterday. I forgot the water was off. It was silent for a minute or 2 and then just a motor hum for the next 4-5 minutes.
I turned the DW off, restarted it from the beginning and got no motor noise. I noticed an slight odd smell [burning or smoking smell??].
Remembering the water, I turned the water back on.
This still did not make the machine work. It was still silent when I tried a 3rd time to restart it. I turned it off after 2 minutes.

Did running the DW with the water off wreck a part?
Any ideas?

Yes it can. Seals etc. can dry out and crack etc.

I would say yes.
You probably overheated/melted the motor to pump seals and now the motor is seized.

Yes it is repairable.

I would replace the motor/pump assembly but if you are mechanically inclined you could replace the seals.
There is a possibility that you burned out the motor so that is why I would go with the motor assembly plus it is much easier.

Is that cost effective?
A new motor assembly will run you about $150.00
In your case it does not sound cost effective because you do not use the unit.
