GE Profile Dishwasher PDW8480J10. Built-in, hard-wired.

After noticing the dishwasher control panel did not respond, I discovered a tripped breaker. The breaker will not reset.

To begin troubleshooting, I opened the kick-plate under the dishwasher and inspected where power connects. I removed the wire-nuts and tested for power to the dishwasher--none. I separated the dishwasher's b&w wires from the house-wiring, and discovered that the breaker would reset. I immediately tested for power to the dishwasher, and got power. I get continuity across the dishwasher's b&w wires. I get no continuity across black-to-ground or white-to-ground. The breaker immediately trips when I connect the dishwasher b&w wires to (hot) house-wiring., and the breaker will not reset.

Does this problem seem familiar to anyone? If so, what additional t'shooting steps should I do? or, what might the problem be?
